November 2013 Processing Times for Family-Sponsored Immigrant Visas and Oppenheim’s Predictions

The following analysis reflects the processing times for family-sponsored visas as reported in the Visa Bulletin for November 2013 . The processing times for November 2013 are compared to the processing times last month, as reported in the Visa Bulletin for October 2013, as well with the processing times last year, as reported in the Visa Bulletin for November 2012.

F-1: Unmarried Sons and Daughters of U.S. Citizens

India and China: In November 2013, the priority date cut-off for F-1 visas from India and China changed slightly from October 10, 2006 to October 22, 2006. In November 2012, the priority date cut-off for F-1 applicants from India and China was November 1, 2005.

Mexico and the Philippines: The priority date cur-off for F-1 applicants from Mexico and the Philippines remained the same since last month: September 22, 1993 and July 1, 2001 respectively. In November 2012, the cut-off date for F-1 applicants from Mexico was June 22, 1993 and the cut-off date for F-1 applicants from the Philippines was July 1, 1997.

All Other Chargeability Areas: The cut-off date for all other chargeability areas changed from October 1, 2006 to October 22, 2006. Last November, the priority date cut-off was November 1, 2005.

F-2A: Spouses and Children of Permanent Residents

China, India, the Philippines and All Other Chargeability Areas: The priority date cut-off for all F-2A visas worldwide did not change between October and November 2013. The priority date cut-off for F-2A visas from China, India, the Philippines, and all other chargeability areas is September 8, 2013. In November 2012, the priority date for these areas was July 15, 2010.

Mexico: The priority date cut-off for F-2A applicants from Mexico is September 1, 2013. Last November, the cut-off date was June 22, 2010. Mr. Oppenheim predicts that the priority date for Mexico F-2A visas may need to retrogress in the future.

F-2B: Unmarried Sons and Daughters (21 years of age or older) of Permanent Residents

China, India and All Other Chargeability Areas: Since October 2013, the priority date cut-off for F-2B visas from China, India and all other chargeability areas progressed slightly from March 1, 2006 to March 22, 2006. One year ago, the cut-off date for these areas was October 8, 2004.

Mexico: The priority date cut-off for F-2B applicants from Mexico changed by less than one month, from March 8, 1994 to April 1, 1994. Last November, the priority date cut-off was October 15, 1992.

Philippines: The cut-off date for F-2B applicants from the Philippines changed by a few weeks, from February 8, 2003 to March 1, 2003. In November 2012, the priority date cut-off was February 15, 2002.

F-3: Married Sons and Daughters of U.S. Citizens

China, India and All Other Chargeability Areas: From October to November 2013, the priority date cut-off for F-3 visas from China, India and all other chargeability areas changed by over one month from January 2, 2003 to February 8, 2003. Last November, the priority date cut-off for these areas was June 1, 2002.

Mexico: The priority date cut-off for F-3 applicants from Mexico changed slightly from May 22, 1993 to June 1, 1993. In November 2012, the cut-off date was February 15, 1993.

Philippines: The priority date cut-off for F-3 applicants from the Philippines changed by one week, from January 1, 1993 to January 8, 1993. The cut-off date one year ago was July 22, 1992.

F-4: Brothers and Sisters of Adult U.S. Citizens

China, India and All Other Chargeability Areas: The priority date cut-off for F-4 visas from China, India and all other chargeability areas changed from August 8, 2001 to August 22, 2001. Last November, the cut-off date for India and all other chargeability areas was March 22, 2001 and the cut-off date for China was March 15, 2001.

Mexico: The priority date cut-off for F-4 applicants from Mexico changed minimally from October 15, 1996 to October 22, 1996. One year ago, the cut-off date was July 8, 1996.

Philippines: The priority date cut-off for F-4 applicants from the Philippines changed by one month, from March 22, 1990 to April 22, 1990. The cu-off date last November was March 1, 1989.
